NEOM's cost explosion is instructive but not directly transferable. Internal Markets and Price Discovery
Once residents occupy the arcology, they participate in an internal economy. This creates novel market design problems.
Captive market dynamics: Residents who commute to external employment have alternatives. Residents who work, shop, and live entirely within the arcology face a captive market. A single landlord (the arcology itself, or its designated operators) controls all real estate. A limited set of vendors, selected or licensed by arcology governance, provide goods and services. Without external competition, monopolistic pricing is the natural equilibrium.
Mitigations include: mandating competitive vendor licensing (multiple operators for each category), regulating internal prices for essential goods, and maintaining easy physical and economic exit (if residents can leave easily, internal prices face pressure from external alternatives). But these create their own inefficiencies — regulation has costs, and maintaining "easy exit" limits the arcology's ability to capture the agglomeration benefits of integration.
Price discovery without reference markets: How much is a residence on Level 500 worth? The conventional answer is "whatever someone will pay," established through market transactions. But in an arcology's initial phases, there are no comparable transactions. Internal real estate prices are set by fiat — by the development entity's estimate of what the market will bear.
This is solvable through auction mechanisms (letting early residents bid for space), graduated lease structures (starting low and adjusting based on demand), and transparency (publishing all transaction prices). But it means the early-stage arcology economy is more designed than emergent.
Labor market closure: A 10-million-person arcology has a large internal labor market — more than enough for thick matching between specialized workers and employers. But if workers cannot easily seek external employment (due to distance, licensing, or cultural integration), wage dynamics differ from open markets. The arcology's internal productivity gains need to show up in wages, or residents are effectively subsidizing the project with below-market labor.
Fiscal Sustainability and the Shenzhen Precedent
A self-contained city must cover:
Infrastructure maintenance: Typically 2-4% of asset value annually. An $800 billion structure requires $16-32 billion per year in maintenance spending, every year, forever. This is unavoidable physics — materials degrade, systems fail, technology becomes obsolete.
Public services: Healthcare, education, security, sanitation, administration. These are ongoing operating costs, not capital costs. Conventional cities fund them through taxes on economic activity. An arcology generating $100,000 GDP per capita across 10 million residents produces $1 trillion in annual economic output. Debt service: If construction is financed with debt, that debt requires interest payments and principal repayment. At 5% interest on $800 billion, annual debt service is $40 billion before any principal reduction.
Returns to investors: Sovereign wealth funds may accept below-market returns, but they don't accept zero. Some share of economic output flows to the entities that provided construction capital.
The gap between when costs begin (construction) and when revenues arrive (population and economic activity) is 20-30 years of negative cash flow. But the transition can be faster than it appears. Shenzhen's Special Economic Zone provides the strongest precedent for phased fiscal self-sufficiency. But the mechanism is relevant: phased development that creates economic activity early, combined with governance autonomy that allows rapid policy adaptation, can dramatically compress the timeline from subsidy dependence to fiscal self-sufficiency. If Phase 1 (1 million residents) can replicate even a fraction of Shenzhen's trajectory, it could generate internal revenue sufficient to reduce sovereign capital requirements for subsequent phases.
The 40-year fiscal breakeven estimate remains the least grounded parameter in this analysis. It assumes conventional financing and revenue structures. Aggressive phasing with early habitation could shorten it substantially; cost overruns or slow population uptake could extend it beyond 50 years. This is the parameter most sensitive to execution quality.
Charter Cities and Governance Risk
The arcology requires a governance framework before it has residents to govern. The charter cities movement — creating new jurisdictions with reformed legal and economic institutions — offers one model. But charter cities have a mixed record.
Successful precedents exist: Special Economic Zones in China enabled Shenzhen's transformation from fishing village to 17-million-person technology hub. Singapore's independent governance enabled economic policies that conventional democracies struggled to implement. Dubai's sectoral free zones attracted specific industries.
But these succeeded over decades with organic population growth, not as megaproject developments. The fully-planned precedents — Masdar City, Songdo, NEOM's initial phases — have struggled to attract residents even with completed infrastructure. "Build it and they will come" doesn't work when "it" is unfamiliar and far from existing communities. The governance risk is also political. Honduras's ZEDE experiment (zones with independent legal systems) faced UN human rights concerns and significant local opposition. Cross-Domain Dependencies
Economic viability depends heavily on decisions in other domains:

AI governance shapes labor economics. What Has to Go Right
The economic case for an arcology rests on several assumptions, each of which must hold:
